Raiden is the opposite thrown into situations where violence actually is the only option, yet blaming and hating himself so much for it that he creates a persona to deal with it. "Violence breeds violence, but in the end it has to be this way" and "so many have burned, but nobody is to blame" embody both Armstrong's love of bloodshed, and his shifting blame as said bloodshed being necessary for the greater good. Armstrong is the one saying Raiden is like him, trying to convince him, and calling him his successor Raiden is disgusted by Armstrong, thinks he's insane and nothing like him, and wants nobody to do with him other than end him. It insists that the speaker and their opponent are "the same", "we'll both agree", etc. Raiden directly opposes that he's the "preserver" in this conflict.
